Hi Suzie:

This is great news that you have seen the family. Yes, the cygnets will be hidden and protected by the parents until they can fly and then the parents my fly them into another safer area. Usually, the hormone levels around nesting/mating season dissipate and this behavior slowly diminishes. The male parent may be waiting for the cygnets to get older, be able to fly and escape before taking on the new male. In any case, this is normal behavior and plays out on ponds/wetlands throughout the world on a daily/annual basis. They all should be just fine. The Regal Swan
