Ask the Swan Specialist

I'm an on the streets 24/7 cats dogs and wildlife etc animal rescue volunteer.
I moved beside a river a few years ago, I have recently started saving swans and have been jumping in the river and saved the lives of about 6 at least so far, and many nests.
I really need the plans of how to build a floating nest that's anchored and and does not drift.
I maybe missing something but I cant understand how an animal rescue group would be charging for plans. People such as myself are looking to save the lives of Swans and Cygnets and nests etc. We will already be paying the costs of the material.
I would assume that people would be more than happy to have these plans public, so people can save swans lives!
Our groups provide free plans for single and group kennels for homeless animals. We also have a volunteer who builds real kennels / shelter for free for homeless animals with materials he gets from builders as a donation.
I'm really surprised you are charging for them.
Hope I'm missing something or the policy has changed,
